I am seeing this issue as well with a user here. I have looked through all the settings and can't find anything to adjust for this, except the location of the temp folders. It seems to create a new folder every time so the exception from last the session, doesn't apply. I noticed that the location in the firewall exception is buried under the users profile in a different folder every time. The only thing he did say was that the Edge Inspect Preview picks a different port every time on start up, and that there was no way to assign it to a set port.
"Deep" was his name, but I think his tech experience was pretty shallow. My searches have come up with nothing and even chatted with Adobe Tech Support. Acts the same even logged in as an admin.

Every time we start Adobe Captivate 8 the generic prompt for allowing an exception in Windows firewall (Allow or Cancel) pops up and whether I Allow it or Cancel it, it will ask again upon the next start up of Captivate.
